PRODUCT DATA
A. PRODUCT DESCRIPTION: Invitations from qualified bidders for the
construction and completion of harbor infrastructure works
comprising approximately 16.0 million cubic meters of dredging, 14.0
million cubic meters of reclamation, two breakwaters of 5km and 1km
length, a submarine pipeline and various onshore works including
road, building and services. The quantities involved are:
1. 36" dia coated submarine pipeline laid
in trench 5,900 m
2. Dredged material in reclamation 14.0 million m3
3. Quarry run material 2.95 million m3
4. Armor Rock 2.8 million tones
5. 8.5 m3 Core-Loc units 31,580 nr
6. Reinforced concrete 180,000 m3
7. Un-reinforced concrete (pre cast
block in quay wall) 12,400 m3
8. Asphaltic paving 120,000 m2
9. Block and other paving 30,000 m2
C. ELIBIBILITY:
Bidders must demonstrate with documentary evidence, previous
construction experience as a single entity or as a joint venture in
similar projects:
1. Operation or management of a quarry
2. Transport of rock by barge in open sea conditions
3. Dredging and reclamation. Quantities in excess of 10 million m3
4. Rock armor breakwater construction in depths exceeding 10m
5. Breakwaters with a length exceeding 3 km
6. Submarine oil pipeline of at least 24" diameter buried in trench
7. Construction works in open sea conditions in water depth
exceeding 10m
Bidders must also demonstrate previous experience of achieving the
following production rates for key activities to qualify for
bidding. The production rate of any one key activity should be met
in full by not more than two partners of a joint venture.
1. Dredging and reclamation 1,200,000m3/month
2. Quarry operations and rock transport
250,000 tonnes/month
3. Rockfill in breakwater 100,000 tonnes/month
4. Rock armor to breakwaters 75,000 tonnes/month
5. Concrete armor unites to breakwaters
15,000 tonnes/month
6. Concrete production 10,000 tonnes/month
D. OTHER INFORMATION:
1. Interested parties may purchase bidding documents on submission
of a written application to the Chief Engineer, Planning and
Development, at the above address, on payment of a non refundable
fee of U.S. Dollars 500 or electronically from HTTP://WWW.SLPA.LK
web site.
2. The method of payment will be either by cash to the Sri Lanka
Ports Authority Cashier or electronically.
3. Bids should contain two envelopes: (1) technical proposal and
bidder's qualification and bid bond (2) Financial proposal
4. All bids must be accompanied by a bid security of US Dollars
2,800,000.
5. Closing date: April 03, 2007 at 1400 hrs (local time).
